Based on the hypothesis of heterogeneity of enterprise, the paper analyzes the competition action of the pullulation and the heterogeneity of high technology enterprise at the angle of technology core competence. The paper considers that the core knowledge and competence of high technology enterprise is incarnated by technology core competence with the characters of value, non-competition and inimitable which makes high technology enterprise get sustainable competition advantage. The paper also probes into the relationship between the development of technology core competence and the pullulation of high technology enterprise, analyzes the best scales decided by technology core competence and the relationship between the development of technology core competence and the transition of the best scales of high technology enterprise. Therefore the paper considers heterogeneity is the source of sustainable excess profit and competition advantage of high technology enterprise and technology core competence is the source of heterogeneity of high technology enterprise. During the pullulation of high technology enterprise, in order to get sustainable competition advantage, the inimitable technology core competence should be constructed.
