一种新的价值工程评标法
New Evaluation Methods of construction projects Based on Value Engineering
利用价值工程的原理和方法有利于功能与成本的最佳匹配，价值工程评标法可有效解决当前工程评标方法中经济与技术相脱节的一大难题，具有其他评标方法所没有的优势，因此，价值工程评标法受到越来越多学者的关注与研究。但该法目前仍有不足之处，针对这些不足，提出一种新的价值工程评标法对其进行改进。即运用文献查阅法建立起较全面的新的评标指标体系，从而更加科学合理；运用层次分析法进行指标权重的确定，能使定性分析与定量分析相结合；运用模糊综合评判法进行指标的评分，能克服传统价值工程评标法在评分环节主观随意性较大等问题。最后，通过实际案例的分析，说明新的价值工程评标法的优越性及可行性。
Value engineering can match cost to function,and evaluation methods based on VE can resolve the problem that economy is divoced from technology.So it is given serious attention.But it remains inadequate.So a new evaluation method based on value engineering is brought out.In this paper,a new evaluation index system is put forward by Literature Survey Method,and the weight of the functional parameter is determined by AHP.What is more,the Fuzzy Comprehensive Evaluation Method will be used in scoring the functional parameter. In the end, through the actual case,the article makes an analytic demonstration on the new model and arrives at a conclusion that it is more accurate.
