In addition to discussing the impact of industrial agglomeration itself on water environmental pollution, this article further discusses the impact of industrial agglomeration on water environmental pollution under local government competition. Using the fixed effect model, based on the provincial panel data from 2007 to 2016, this article empirically analyzes the difference between the impact of industrial agglomeration on water environmental pollution under local government competition and the impact of industrial agglomeration itself on water environmental pollution. The results of the empirical analysis in this article show that the impact of industrial agglomeration itself on water environmental pollution has a nonlinear relationship from the national perspective, the impact of current industrial agglomeration itself on water environmental pollution from the national perspective is in the stage of pollution suppression, but the current impact of industrial agglomeration on water environmental pollution under local government competition will increase to the stage of aggravating pollution from the national perspective. From the regional perspective, the current main method of local government competition in the eastern region is local government competition for foreign direct investment, the current main method of local government competition in the central and western regions is local government investment competition. Compared with the central and western regions, the current urbanization, environmental regulations and human capital in the eastern region are factors that inhibit water environmental pollution.
