With the development of the environmental problems, it is more and more recognized that decision-making and planning usually have far-reaching impact on the environment. On the other hand, there are so many problems in our traditional decision-making, and especially the absence of integrated decision-making of environment and development. Be base on the understanding of decision-making theory and the analysis of the problems, the paper put forward to pay attention to the organic combination of strategic environmental assessment and decision-making, and implement the strategic environmental assessment for the decision-making process.
