产业集聚外部性、政府空间竞争与环境污染
Externality of industrial agglomeration, government spatial competition and environmental pollution
本文从空间视角探讨代表市场因素的产业集聚外部性和代表政府因素的地方政府竞争对环境污染的影响。基于2005-2015年的中国地级市的面板数据,运用动态空间杜宾模型(SDM)实证检验产业集聚外部性与政府空间竞争的互动对环境污染的影响。空间计量结果表明,我国城市间的污染排放在空间上具有明显的外溢性和攀比效应,多样化集聚有利于降低本辖区的环境污染,对减能减排有一定的促进作用,而临近地区的专业化集聚的增加了本辖区污染排放,地方政府竞争加大了污染排放,且弱化了多样化集聚的减排效果,导致经济增长与"绿色发展"的不协调。
Inthis paper discusses the impact of industrial agglomeration on behalf of market factors and government competition on environmental pollution. Based on the panel data of Chinese prefecture level cities for 2005-2015 years, the dynamic spatial dobin model (SMD) is used to test the impact of the interaction between industrial agglomeration externalities and the interaction of government space competition on environmental pollution. The results of space measurement show that the pollution emission between cities in China has obvious spillover and climbing effect in space. The diversification of agglomeration will help to reduce environmental pollution in the area and promote the reduction of energy and emission reduction, and the specialized agglomeration in the adjacent areas has increased the pollution emission of the district and the local government competition. The pollution emission has been increased and the emission reduction effect of diversified agglomeration has been weakened, resulting in the incompatibility between economic growth and "green development".
