两区域间节能减排系统的协调发展研究

Research on the coordinated development of energy-saving and emission-reduction systems between two regions

区域经济、社会、环境均衡发展是我国面临的重大问题。本文基于节能减排演化系统研究两区域间节能减排的协调发展理论。利用同步控制作为同步调控理论,来探讨两个区域之间的能源协调发展战略。基于已建立的节能减排演化系统[4]使用参数自适应控制同步方法,探讨了区域间节能减排系统间同步的条件。当驱动系统反映某区域节能的减排情形时,得到了响应系统与其同步需要满足的条件。根据现有数据,对江浙两省的两个系统间的同步调控进行了实证分析,在特定的控制下预计在2016年-2025年之间两省的节能减排系统可以实现同步。根据此结果,为当下中国节能减排工作的开展提出了相关建议。

Balanced regional economical, social and environmental development is the major issues facing our country. In this paper,the coordinated development theory of the energy-saving and emission-reduction systems between two regions is researched on the bases of energy conservation evolution system.Using the synchronization control theory as the regulating and controlling theory,the strategy of coordinated energy development between two regions is explored. Based on the established energy-saving and emission-reduction evolutionary system, with the method of the parametric adaptive synchronization control, the requirements the systems' synchronization are obtained. When the driving system reflects the energy-saving and emission-reduction situation of one region, and the response system is synchronized with it, the requirements are obtained.Taking the factual situation of Jiangsu and Zhejiang Province in consideration,empirical analysis is conducted .As a result, under the very controller, it's estimated that the two provinces's systems can be synchronized between the year of 2016 and 2025 .According to the results, related suggestions are proposed for conduction of energy-saving and emission-reduction of China
