森林生态效益补偿地方调节 机制在我国是一个新的研究领域，本文界定了中央补偿、地方补偿、民间组织及民间环保组织和全民保护等森林生态效益补偿形式的功能、范围；剖析了建立地方森林生态效益补偿机制的实践诱因与理论基础，提出了地方森林生态效益补偿的机制措施。
It is a new research areas of local adjust mechanism for forest ecological benefit compensation. In this paper, we defined the function and scope of all forms of forest ecological benefit compensation, such as central compensation, local compensation, civilian organization, civilian environment protection organization and civil protection, etc. Analyzed the practice causes and academic bases for setting up local compensation mechanism for forest ecological benefit, and brought forward measures for it.
