本文立足于建立和谐社会这一理论,针对当前复杂多变的信息环境以及人性的复杂变化和有限理性,运用现代和谐管理理论的运行机制和控制机制原理对社会系统中的微观子系统—企业的人力资源开发与管理的有效运行机制进行了理论及方法分析,并针对性地提出优化建议。

round setting up the theory of harmonious society and against the complicated changes of the information environment and complicated and changeable human nature with limited reason ,the paper goes on analysis about the effective operating mechanism of human resources development and management of enterprises -the micro subsystem in the social system and offerres the optimizing suggestion pointedly ,based on the operating and controlling mechanism principle of the modern harmonious management theory.
