美国大学图书馆行动计划调研分析及启示
An Analysis on Action Plans of University Libraries in the United States of America and Its Enlightenment
[目的/意义] 行动计划是组织在愿景、战略下设的具体任务列表，制定行动计划已成为美国大学图书馆的常规工作，是推进图书馆实现战略目标的重要手段。[方法/过程] 以美国15所大学图书馆行动计划为调研样本，分析其时间、样式、体例、内容，运用词频分析方法，结合ACRL《高等教育图书馆标准》，从宏观融合、教育功能、资源统筹、空间建设、人员与管理5个维度解读剖析。[结果/结论] 行动计划有助于图书馆形成规范化行动记录，我国大学图书馆亟需明确自身定位、紧密联系实际、注重持续发展，以科学流程制定与学校目标高度一致、直观细化、多元互动、生态共赢的行动计划。

[Purpose/significance] An action plan is a list of specific tasks below an organization's vision and strategy, and making an action plan has become a regular work in the university libraries of the United States, which is a powerful promotion to achieve strategic goals. [Method/process] This paper took the action plans of 15 American university libraries as a research sample, analyzed time, style, structure and content, and used word frequency analysis method to interpret the sample from 5 aspects of as macro integration, educational function, resource co-ordination, space construction, personnel and management, under the consideration of ACRL Standards for Libraries in Higher Education. [Result/conclusion] The study concludes that an action plan is helpful to a library forming standardized action record, and it is urgent for the university libraries in China to clarify its own orientation, closely link with reality and pay attention to sustainable development, and make action plans with high consistency with the school's goal, intuitive refinement, multi-interaction and ecological win-win situation.
