文章选取"一带一路"重点涉及的五大区域18省份为研究对象,利用改进引力模型测量区域物流引力大小及地区引力总量,刻画出现有区域物流网络模型。在明确现有模型的特点与不足和"一带一路"规划对物流网络的目标要求的基础上,考虑区域物流发展水平和区域间差异性情况,给出了优化方案及优化后的物流网络模型。结果表明:中国区域物流网络存在发展水平较低、发展不协调,结构不合理,可靠性差的问题,应建设西部重点地区和特定物流通道,形成合理物流网络。最后从国家和地方政府两个层面给出了相关政策建议,可做决策参考。

his paper selects the eighteen provinces in the "Belt and Road" area as the research object. By using the improved gravity model to measure the logistics gravitational force of regional logistics and total logistics gravitation of 18 provinces, and then to get the existing regional logistics network model. Considering the characteristics and the lack of the existing model, this paper clarifies the requirements and objectives of the logistics network planning under the background of the "Belt and Road". On this basic, considering the regional logistics development level and the regional differences, given the logistics network optimization scheme and the optimized model. The results show that overall development level of China's regional logistics is low and unbalanced. it's reliability is too poor to meet the requirements of the development of "The Belt and Road". More attention should be payed to the construction of the western region and the specific logistics channel, breaking the regional development barriers, to form the reasonable logistics network. Finally, the relevant policies from two levels of national and local governments are given, to make reference for decision-making.
