污水处理BOT项目基础特许价格模型研究
he Study on Basic Concession Pricing of Sewage Treatment BOT Project
本文以净现值为基础构建了污水处理BOT项目基础特许价格模型。模型以投资额、经营成本、进水量、投资收益率和特许期为定价要素，把承办方承担的利率变化风险、通货膨胀风险和生产要素价格变化风险量化到相应定价要素中，这样确定的价格能够体现承办方承担风险就要享受风险利润的目标要求，对污水处理特许价格的谈判具有一定的指导作用。
Based on the NPV method, basic price model of sewage treatment BOT projects has been built up, regarding investment , operation cost, quantity of sewage, yield rate and concession period as pricing factors. When concession pricing decision to be made, risks of interest rate, inflation and price of product factors are considered, so that it will get a price to meet sponsors’ demand. which can be a reference to concession pricing.
