挖掘创新的学术评价体制研究

In this paper In order to found the healthy academic evaluation system for digging innovation and provide the academia for challenging the Nobel prize, the outboard evaluation system, the inboard blocking innovation factor and the actual paper evaluation system are analyzed. Whereas the evaluation system kernal is the peer review, three strategies for improving on that judgement are presented as follow. The idea, that the producer of paper or project is understood their fruit best of all, should be strengthened. The communion platform between the expert giving opinion and the expert getting opinion should be founded. A lot of experts who has immolating spirit and having the courage to give up the vested interest should be cultivated.
