大型灌区节水改造投资效益分析

自1998年至今,大型灌区续建配套与节水改造工程已经实施了将近十年,为了科学评价各灌区所取得的成效,需要对大型灌区节水改造进行投资效益分析。本文在对255个大型灌区节水改造工程进行调查的基础上,设计出大型灌区节水改造投资效益分析的指标体系,采用模糊数学原理确定各个指标值;利用层次分析法建立了大型灌区节水改造投资效益分析模型。最后利用模型对典型灌区进行了求解,计算结果表明节水改造工程取得了显著的经济、社会、生态效益。
In 1998, China began to implement the project of Large-scale Irrigation District rehabilitation and water-saving reform. To scientifically evaluate the effects achieved, the Cost-Benefit analysis (CBA) of water saving reform is needed. On the basis of actual investigation, the indexes of irrigation benefit-cost analysis are designed and a CBA model of large-scale irrigation water-saving reform is established by using AHP. The model established is used in Typical Irrigation Districts, and the results indicate that the project brought significant economic, social, and ecological benefits.
