his paper is based on the actual requirements of enhancing emergency management, which is becoming more and more important after ‘911’. It focused on the characteristics of the Emergency Response Management Team (ERMT) and used methodologies of ontology and UML to construct an ontology-based team model. It facilitates the shared understanding for people from different domains, maps the corresponding relationship between the positions in the Emergency Response Management Team and the roles in government. It can be used to rapidly bring together various resources into rational ERMT according to types of unexpected events.
