灰色系统理论在节能减排工作中的应用

灰色系统理论对于处理“小样本”、“贫信息”问题有很好的效果。灰色预测方法主要通过对“部分”已知信息的生成、开发,提取有价值的信息,实现对系统运行行为、演化规律的正确描述和有效监控。文章以甘肃省1999-2007年能源消费量的数据为样本,运用灰色系统理论,通过建立GM(1,1)模型预测甘肃省2008-2015年的能源消费量分别为5550.75、6043.92、6580.91、7165.61、7802.26、8495.47、9250.28、10072.14万吨标准煤。检验结果表明方差比C和小误差概率P均为“好”,预测结果通过了精度检验并且具有较高的可信度。通过能源消费预测结果,可以得出一下结论:1)按照现行能源消费的增长机制,甘肃省能源消费量将持续飙升,到2015年将突破1亿万吨标准煤的大关;2)由于经济发展与能源消费的可持续性,使得甘肃省节能减排工作势在必行;3)因此,甘肃省必须采取必要措施,合理规划能源消费。

Gray system theory can solve the problems with a small sample size or little information effectively, which mainly through parts of known information, extracting valuable information, to obtain correct description and effective monitoring about system behavior and evolution.The article is based on the energy consumption data of Gansu Province from 1999 to 2007, building a GM (1, 1) model to predict the energy consumption data from 2008 to 2015 by using gray system theory. The result shows energy consumption data of Gansu Province will be 55.5075, 60.4392, 65.8091, 71.6561, 78.0226, 84.9547, 92.5028, 100.7214 millions tons of standard coal from 2008 to 2015.And this is a creditable and reliable result, wich passed the precision verification because both varianceratio C and probability of least error P are good(“Good” represents the best results in this evaluation system). Some conclusions can be drawn through the forecast results of energy consumption:1)Energy consumption data of Gansu Province will continue to increase with a high speed, by 2015 will exceed 100 millions tons of standard coal;if it is in accordance with the existing mechanism for the growth of energy consumption.2)Gansu Province is typical province that the development mainly bases on resource,and it is a less developed western province in China too.So, sustainability of economic development and energy consumption very important,as a result of, energy-saving and emission-reduction must be imperative under the situation in Gansu Province.3) Therefore, in Gansu Province, operable and impactful measures must be taken to make rational planning for energy cosumption and to achieve the goals of energy-saving and emission- reduction.
