地方智库服务科学决策的问题与对策研究

Purpose/significanceWhile the construction of new types of think tanks to serve scientific decision-making has become a new social hotspot currently, the lack of organization and guidance, reporting channel, processing and feedback mechanism, evaluation and encouragement system, restricts local think tanks in playing the role of effectively offering advice and suggestions. Method/processConsidering this, the research group took Shandong Province for example, and investigated the construction of new types of think tanks, held a deep discussion with responsible comrades of some provincial departments, universities, research institutes, enterprises and social organizations. Result/conclusionFinally, some suggestions are put forward to solve the problems above, such as constructing the new types of think tanks organization system of Shandong, building think tank circles for the party and each government department, perfecting the evaluation and incentive mechanism of think tank talents, improving the management mechanism of the think tank, and exploring the establishment of decision-making advisory committee.
