本文分析了传统B/S模式下WebGIS存在的问题，在此基础上，提出基于RIA技术构建WebGIS的解决方案。阐述了RIA技术及其优势，分析了基于Flex的WebGIS的构建机制。详细介绍了ArcGIS Flex API的功能及基于ArcGIS Flex API 的WebGIS开发框架。
his article has analyzed the problems of WebGIS development based on B/S structure. furthermore, proposed the solution of WebGIS development based on RIA platform. Discussed RIA approaches, in addition its advantages. Analyzed the construction mechanism of WebGIS development based on Flex. Particularly introduced ArcGIS API for Flex, and the WebGIS development framework based on it.
