府际竞争、环境规制与基于居民健康的环境资源配置效率

In order to effectively avoid the improper competition between local governments and lax environmental regulation leads to the deterioration of the ecological environment, the residents' health and welfare is damaged, also in order to get the better implementation of national strategic development layout, this paper, by constructing two phase ultra-efficient network DEA model, introducing the variables that influence efficiency of residents\' health, the environmental resources and residents health together into the model, to measure out the 2007-2016 China\'s 30 provinces (municipalities and autonomous regions) environmental resources allocation efficiency. At the same time, combined with spatial econometric methods to the environment the influence factors of the resource allocation efficiency of the empirical analysis, the results showed that different parts of the environment resources allocation efficiency is evident in the space between the negative correlation, in other words in some parts of the enjoy the fruits of economic development to the area surrounding the output pollution namely "beggar thy neighbour". From a time perspective, this phenomenon has lessened over time. In view of this, it is imperative to optimize local government performance evaluation system, promote ecological civilization construction according to local conditions, accelerate industrial structure upgrading, strengthen technological innovation and improve government public services.
