In this paper author sum up modernization target which design by the main transportation government, and analyse the necessity and meaning of constructing the evaluation index system of the comprehensive transportation. The author put up the thought that the comprhensive transportation modernization should be measured by means of the transportation, transportation operation and management , transportation system, sustainable transportation and traffic concept. In conclusion, the paper put up the evaluation index system of comprehensive transportation which include three levels.
