物流行业人力资源供给有效性研究

Evaluation and Optimization of Human Resource Supply in Logistics Industry

作为劳动密集型产物流行业,人力资源供给有效性研究-以安徽省为例,是促进物流行业产出的重要动力,物流行业供给侧改革必不可少的考虑因素。合理优化物流行业的人力资源结构,有助于政府及行业合理配置人力资源投入并提高物流产出水平。本文采用 DEA-CCR 模型和交叉效率模型,分别对安徽省和全国2005-2014年物流行业人力资源的有效性、冗余资源、不足产出和交叉效率进行了评估。结果显示,全国范围内应适当控制物流科技人员数量及所有从业人员工资总额的增长。安徽省范围内则重点控制民营物流从业人员的数量,适当增加货运量和邮政业务量的产出。最后提出管理建议措施以期形成安徽省物流行业的参考,推进物流行业人力资源的优化配置。

While a large number of human resources including employees, different type's staff, and high wage costs have been putted into logistics industry, as a labor-intensive industry, its operation efficiency is not high based on the human resources side supply. The root cause of all lies in serious redundancy of human resource and lack of output in logistics industry, which could be conducted by optimizing the human resource side-supply. In practical terms, while the increase of professionals and wage costs in logistics industry should be controlled nationwide, the employees in private enterprises in Anhui should be remained or decreased. Besides, the freight volume and post business volume should be increased. On the basis of these measures, the operation efficiency could be improved nationwide.
