综合性雷电防御与预警平台须涵盖展示页面、数据反馈、综合数据库建立、自动业务流程、雷电监测数据分析、预警产品的生成等全面相关内容。采用SOA作为基本运行模式，利用移动互联网来通过B/S架构来实现显示、服务、数据处理三层逻辑结构，并提供了数据管理和功能分析的接口，为多单位扩展提供可能性。
