基于政策文本分析的我国基层公共卫生治理体系研究——以公共卫生委员会为例

BackgroundPublic Health Committee is a grass-roots mass autonomous organization in China. As a new grass-roots governance model, local governments are exploring the governance model of Public Health Committee, in order to make it a key hub to realize the vertical connection and horizontal linkage grid management of grass-roots communities. ObjectiveTo construct the analysis framework of the governance system of public health committees through literature research, and analyze the relevant policy documents of the construction of public health committees in various parts of China based on the policy text analysis method, so as to provide reference for improving the grass-roots public health governance system and governance capacity. Methods"Public health committee" was searched on the official websites of local governments, and NVivo 11 plus qualitative analysis software was used to analyze the word frequency and coding of the policy texts included in the study. Results15 policy documents in line with the research theme and 2 work instruction manuals of the public health committee were finally included. Based on the analysis framework of the governance system of Public Health Committee, the policy content structure analysis dimensions of four root nodes and 13 sub nodes of governance subject, governance mechanism, system guarantee and capacity-building are determined. ConclusionLocal policy documents cover the contents of the four dimensions, but the focus is different. Based on the framework of this study, on the basis of the current construction, the public health committee still needs to set certain access conditions for the committee members, further clarify the work rights and responsibilities, establish an effective cooperation and communication mechanism, improve the system guarantee and provide financial and technical support.
