Leading STM journal cultivates high-profile new journal: Innovative development of eLight
[目的]基于卓越计划高起点新刊eLight的案例研究，总结普适性经验，为我国在新形势下创办英文科技新刊提供参考，助力我国建设世界一流科技期刊阵地。[方法] 围绕新形势下新刊国际影响力建设渠道少、成本高，我国科技期刊话语权弱势以及科学家向心力不足的问题，梳理eLight创新实践，分析实践成效，提炼普适性经验。[结果] 以领军期刊及集群等优质学术资源作为龙头带动新刊建设，可以帮助新刊高效迅速建立国际影响力；围绕科技出版的国际形势与科学家核心需求发声，有助于期刊建立话语权；加强权责、制度与工作流程的创新和细化，开拓期刊与科学家互利资源，建立多维度评估体系，可助力拓展科学家关系；[结论]我国应充分利用领军期刊及集群等优势，发挥优质资源带动作用，加强我国科技期刊群体发声与价值观输出，营造科学家社区，促进出版资源集聚，提升我国科技期刊话语权，以实现高效的世界一流科技期刊阵地建设。

[Purposes] Based on the case study of high-profile new journal eLight, the paper summarized the portable experiences for establishing new English STM journals in China under the post-pandemic and new global situations, so as to facilitate Chinas world-class STM journals clusters. [Methods] To cope with the challenges of few ways and higher costs for Chinas news journals to establish global visibility in new situations, weak discourse power of Chinas STM journals, and lack of cohesion among scientists, the paper proposed the innovative practices of eLight, analyzed the practicing effect, and summarizing the portable experiences. [Findings] Using leading journals and clusters of high-quality academic resources as the driving force can help new journals quickly and efficiently gain international influence; addressing the global issues of scientific publishing and the essential needs of scientists can help journals establish discourse power; innovatively refining the rights & responsibilities and working mechanisms, exploring the mutual wellbeing of both journals and scientists, and establishing multidimensional evaluation systems can help bind with scientists. [Conclusions] China should fully utilize the advantages of leading journals and journals clusters to leverage the elite resources, strengthen the voice and value output of its STM journals, create a scientific community, promote the aggregation of publishing resources, and enhance the discourse power of Chinese scientific journals, so as to achieve efficient construction of Chinas world-class STM journals clusters.
